Well, I could not reproduce the exact same bug (the version of the report is old), but if I rename my iPhoto library and try to run a scan on it, the progress bar is stuck there and never stops.

Ahh crap, now I can't reproduce the error. Besides, when I look at the code now, I see that it does a check on the existence of the plist file before it opens it. Well, I'm closing this.
