Crash on budget load for a deleted account

To reproduce:

  1. Add a budget
  2. Delete the account the budget is for.
  3. Try to edit the budget from step 1 (crash)

Same thing if the budget target is deleted.

When deleting an account, all associated budgets should be deleted as well.
