Opened panes not remembered

I've received reports of opened panes not being remembered across launches. I can't reproduce it, so I've added debugging messages on pane reloading and this is what I get from the user:
DEBUG Restoring panes from data [{'pane_type': 0}, {'pane_type': 1}, {'pane_type': 2}, {'pane_type': 4}, {'pane_type': 5}]
This indicates that the data that is used for restoring panes is the default set. This would indicate that the problem happens when saving this data to the prefs.

One interesting thing to note is that this debug message displays data that was stored in prefs. So even if this data represents the default set of panes, this data is still stored in the prefs, not "defaulted" from a null pref retrieval.
