UTF-8 encoded CSV files not correctly imported

I found there is a problem when I imported a UTF-8 encoded CSV file with Asian characters, the Asian character can not display correctly. Thus I have to use a walkaround way to replace all the Chinese characters to English in the CSV files first. Then I can read it meaningful in the import dialog window. If they can import without replacing to English, it will be great.
